Preheat oven to 425°. Butter a 2 qt baking dish (7x11 or similar size)
In a large bowl combine the peaches, white sugar, brown sugar, cinnamon, nutmeg, lemon juice, cornstarch and salt. Pour into prepared dish and bake 10 minutes.
In a separate bowl combine the flour, baking powder, white sugar, brown sugar and salt. Then using your fingers or a pastry cutter, add the butter until a coarse crumb. Then add boiling water and stir with a spoon.
Take peaches out of oven and spoon the biscuit mixture on top. Sprinkle with cinnamon sugar and bake for 30 minutes or until bubbly and top is golden browned. Serve a la mode. Yum!
